Alan Wong

Chair

Alan Wong has been a member of the Credit Union since 2008 and served as a volunteer for seven years on the Asset Management Committee before joining the Board of Directors in 2021.

He is a CFA charterholder and holds a bachelor’s degree in finance from the University of Illinois as well as an MBA from the University of Chicago. Alan brings more than 20 years of experience in financial markets and has held leadership roles as a finance professional at Chevron Corporation.

Representing his fellow members is a privilege he values deeply, and he remains committed to supporting the Credit Union’s mission of providing better rates, lower fees, and exceptional member service.

Bill Clutter

1st Vice Chair

Bill Clutter is an experienced finance professional and dedicated director of the Credit Union, bringing more than 36 years of expertise from his career at Chevron Corporation. Prior to retiring in 2021, he held a variety of finance and accounting leadership roles, including oversight of global insurance programs, finance operations in Southeast Asia, trading risk management, and regulatory compliance.

A member of the Credit Union for over 40 years, Bill originally joined for the convenience, but remained because of the exceptional rates and service. He has volunteered with the Credit Union for more than two decades, serving as a director since 2007. His focus continues to be on delivering competitive deposit and loan rates while ensuring the institution’s financial strength.

Outside of his professional and volunteer commitments, Bill enjoys golf, traveling, and spending time with family and friends.

Richard Van De Boom

2nd Vice Chair

Richard Van De Boom brings more than 38 years of experience from the energy sector, where he led strategic initiatives in cybersecurity, operations, and sustainability at Chevron Corporation. He has served on the Credit Union Board of Directors for the past nine years and on the Supervisory Committee for over 20 years. This deep experience has fueled his passion for safeguarding members’ financial security, strength, and support.

Among his most rewarding work has been collaborating with fellow committee members to guide an organization so vital to the financial well-being of the Credit Union community.

Richard holds a degree from the University of New York. In retirement, he enjoys biking, volunteering in his community, and pursuing his passion for amateur radio. He is a licensed Ham Radio Extra operator and serves as a Volunteer Examiner.

Glenda Valero de Silano

3rd Vice Chair

Glenda Valero de Silano brings more than 26 years of experience at Chevron Corporation, where she currently serves as Chief Learning and Talent Officer, leading enterprise-wide strategies to develop and support the company’s workforce. Over the course of her career, she has held global HR leadership roles with increasing responsibility, giving her the opportunity to work in multiple international locations.

Glenda joined the Credit Union Board of Directors in 2022, inspired by her desire to give back to the Chevron community and support the financial well-being of its members. She finds her service on the Board especially rewarding, working alongside others who share a strong commitment to transparency and member advocacy.

Glenda holds a Bachelor of Science in Political Science from Universidad Rafael Urdaneta and a Master’s in Human Resources Management from Michigan State University. Outside of work, she enjoys time with her husband, Ramon, and their three children, and is passionate about developing others and promoting heart health advocacy.

Doug Thompson

Secretary/Treasurer

Doug Thompson is a small business owner with more than 25 years of experience in project and business management. He has served on the Credit Union Board of Directors since 2016, contributing his expertise through various committees and officer roles. As a volunteer, Doug is committed to providing management insight and guidance in support of the Credit Union’s members.

He first joined the Board following the merger as a Bechtel Corporation employee, motivated to support the growth and strength of the combined organization. Doug takes great pride in advancing the financial well-being of the membership and collaborating with a highly professional leadership team.

Doug holds an MBA from Washington State University. Outside of work, he enjoys spending time outdoors with his family and traveling the world.

Daniel Abate

Director

Daniel Abate began his career with Chevron Corporation more than three decades ago as a design engineer in California. Since then, he has taken on increasingly senior roles in engineering, strategy, planning, and finance across multiple business segments. His career has taken him to diverse locations including California, Texas, Kazakhstan, Nigeria, Angola, and Thailand, where he also served as Vice President on the Board of Governors of the American Chamber of Commerce.

A Credit Union member since his summer internship over 30 years ago, Daniel began volunteering for the Credit Union in 2019 and joined the Board of Directors in 2022. His involvement has deepened his appreciation for the Credit Union’s loyalty and dedication to delivering exceptional value and service to its members.

Daniel holds an MBA from Duke University and a Bachelor of Science in Mechanical Engineering from the University of California, Berkeley. Outside of work, he enjoys coaching his daughter’s sports teams and attending both professional and college sporting events.

Jon Berlin

Director

Jon Berlin has served as President and Chief Executive Officer of the Credit Union since 2018. In this role, he works closely with the Board and staff to advance the Credit Union’s vision of becoming the premier and most trusted financial services partner for members and the sponsor communities it serves.

He first joined the Credit Union in 2016 as Executive Vice President of Sales and Service. Prior to that, he spent 15 years in a variety of leadership roles at a large financial institution and seven years advising Fortune 500 clients as a management and economic consultant. He holds a B.A. in Economics from Harvard College and an MBA from Stanford Graduate School of Business.

Originally from the Boston area, Jon has lived in the Bay Area for three decades. He and his wife reside in the East Bay and have two adult children. In his free time, he enjoys exploring cities and the outdoors.

Will Fleming

Director

Will Fleming brings more than 32 years of engineering and construction experience with Bechtel Corporation, where he has worked across multiple market sectors and now leads strategic planning as well as market and business development for the Nuclear, Security, and Environmental business unit.

He has served as a volunteer member of the Credit Union Board of Directors since 2020. Will originally joined the Credit Union after recognizing the value of belonging to a member-owned, collaborative organization dedicated to supporting financial success. He enjoys working with his fellow Board and Committee members to ensure consistent operations, set strategic direction, and monitor progress toward goals that strengthen the Credit Union for its members.

Will holds both a Master of Science and a Bachelor of Science in Mechanical Engineering. In his free time, he enjoys being with family and staying active through long runs and bike rides.

Alice Flesher

Director

Alice Flesher has worked at Chevron Corporation for more than 23 years and currently serves as Director of Global Business Development. She joined the Credit Union three years ago, in part to teach her children about the importance of saving for the future and the role financial institutions play in building security.

Alice's passion for enhancing the member experience inspired her to become a volunteer Board member for the Credit Union. One of the most rewarding aspects of her volunteer service has been collaborating with an organization that shares her commitment to transparency, service, and a member-first perspective.

Alice holds a degree from Montana State University. Outside of work, she enjoys spending time with her husband and children, exploring the outdoors, and experimenting in the kitchen.

Billy Liu

Director

With over 20 years of experience spanning pricing, supply chain, optimization, sales, and marketing across several industries, Billy Liu brings a broad perspective to the Credit Union Board of Directors. He is passionate about leveraging the Credit Union’s strong financial foundation to help the organization adapt, grow, and better serve the evolving needs of our members and communities.

David Seals

Director

David Seals recently retired after a 40-year career in the IT industry, including 33 years with Chevron Corporation. He brings extensive experience in IT management, technology strategy, and application deployment. Most recently, David served as Chevron’s Global IT Audit Group Manager, leading internal audit functions for software applications, cybersecurity, data centers, and infrastructure controls worldwide.

During his career, he also led the development of Chevron’s global SAP financial software strategy, corporate finance IT support, IT operations for Oronite chemical facilities, enterprise technology roadmaps, and the design and deployment of Chevron’s mobility strategy, including iPhones and iPads.

A Chevron FCU member since 1983, David has volunteered with the Credit Union for 15 years, serving on the Supervisory Committee for eight years and on the Board of Directors since 2017. He holds both an MBA in Finance and a bachelor’s degree in MIS and Accounting from California State University, East Bay.

In retirement, David and his wife, Cindy, divide their time between the San Francisco Bay Area and Northern Virginia, where they enjoy time with their daughters and grandchildren, international travel, RV camping, hiking, and golf.
